HARMONIA project under the European program - Horizon 2020
ASDE-ECOREGIONS in collaboration with Municipality of Sofia represented by the Directorate “Emergency Assistance and Prevention” (DEAP) will participate in project Harmony Call: H2020-LC-CLA-2018-2019-2020, part of program Horizon 2020. Will be working alongside with twenty-two partners from countries in European Union. The title of the project is: Development of a Support System for Improved Resilience and Sustainable Urban areas to cope with Climate Change and Extreme Events based on GEOSS and Advanced Modelling Tools (Building a low-carbon, climate resilient future: climate action in support of the Paris Agreement).
HARMONIA will leverage existing tools, services and novel technologies to deliver an integrated resilience assessment platform working on top of GEOSS, seeing the current lack of a dedicated process of understanding and quantifying Climate Change (CC) effects on urban areas using Satellite and auxiliary data available on GEOSS, DIAS, urban TEP, GEP etc. platforms. HARMONIA will focus on a solution for climate applications supporting adaptation and mitigation measures of the Paris Agreement.
HARMONIA will test modern Remote Sensing tools and 3D-4D monitoring, Machine Learning/Deep Learning techniques and develop a modular scalable data-driven multi-layer urban areas observation information knowledge base, using Satellite data time series, spatial information and auxiliary data, in-situ observing systems, which will integrate detailed information on local level of neighborhoods/ building blocks.
HARMONIA focuses on two pillars: a) Natural and manmade hazards intensified by CC: urban flooding, soil degradation and geo-hazards (landslides, earthquake, ground deformation) and b) Manmade hazards: heat islands, urban heat fluxes, Air Quality, Gas emissions. Sustainable reconstruction of urban areas and the health of humans and ecosystems are top priorities. HARMONIA will take into account the local ecosystems of European urban areas, following an integrated and sustainable approach by incorporating the active communities’ participation initiative, which will involve the use of a social platform.

Partnership between DG Joint Research Centre (DG JRC) - European Commission and Agency of Sustainable Development and Eurointegration - Ecoregions
Agency of Sustainable Development and Eurointegration - Ecoregions /AURE/ and JRC - Joint Research Centre - European Commission /JRC/ signed an agreement for cooperation in sphere of scientific - applied activities in 2005. This partnership continues today, with the last general tasks in which ASDE is actively involved:
- Pilot projects for integrated risk management of natural and anthropogenic disasters and accidents by introducing new methodologies for regular monitoring of changes, including for cross-border territories, working with large databases for using the so-called Multi-Domain Access Method (MDAM), simulation models, including the RkFMEA method, aggregated vulnerability and loss matrixes data, integrated risk management maps at municipal and cross-border level; The selected pilot municipalities are - Municipality of Rousse and Municipality of Bolyarovo. The selection of those two municipalities allows implementation of the cross-border tasks between Bulgaria-Romania and Bulgaria-Turkey.
- Preparation of brief analyzes in the framework of the annual report for the Disaster Risk Management Knowledge Centre (DRMKC), which is developed by JRC - https://drmkc.jrc.ec.europa.eu

Regional center for integrated risk and territory management of the region of Lower Danube
Important note: The Bulgarian government has adopted a resolution in support of the Regional center for Lower Danube – protocol 29,art.18/24.07.2013; Mandate for the start of the negotiation process between Bulgaria, Romania and Baden-Wurttenberg was granted to the Minister of regional development.

The concept of the regional center is based on the implementation of Europe 2020 Strategy for smart, sustainable and inclusive growth, the EU Strategy for the Danube Region (EUSDR), as well as the EU programs GMES-COPERNICUS and GALILEO.
It is supported by:
- European workshops 2010 and 2011 in Sofia, Bulgaria with the support of EC DG ENTR, JRC-IPSC and the preliminary concept for Regional Unit for Risk and Security Management for South East Europe (RUSE), prepared by experts from Bulgaria, Czech Republic, Greece, Poland, Romania, Slovenia with the coordination support from JRC-IPSC and the DG ENTR-GMES Bureau;

Project "BRESAT"
Project BRESAT defines guidelines for the successful deployment of high speed broadband via satellite across regions of Europe to assist with the objective of 100% EU broadband coverage. It supports the objectives of the EU Digital Agenda and assist national regional initiatives. Project BRESAT includes following objectives:
- Leveraging previous experience, it identifies the conditions of success for Satellite broadband deployment in EU regions;
- Develop recommendations and best practice for the deployment framework of satellite broadband solutions and optimise the cost benefit for key stakeholders;
- Disseminate information widely to EU regions;
- Establish an information repository for all EU regions for exploitation during and beyond project life.

Provision of consultancy services in the field of heat engineering and heat energy of Asarel Medet JSC

With a framework contract from 2009, ASDE - Ecoregions successfully collaborates and supports the activities of "Assarel Medet JSC, being a main consultant in the field of introducing measures for efficient utilization and reduction of the consumption of fuels, energy and other resources, optimization of the production processes , the introduction of new technologies and the use of renewable energy sources. In fulfillment of their contractual relations, the experts from ASDE - Ecoregions provide expert assistance and together with the experts and the team of Assarel Medet JSC have realized a number of intentions and to this moment more than ten projects have been implemented with significant effect both for the image of the company regarding the social and environmental policy, as well as cost reduction, increasing the efficiency of the production cycle and enhancing the comfort of the working environment.
Within the framework of these projects and the ongoing cooperation, the team of the ASDE - Ecoregions provides expert opinions, performs technical, financial and legal analyzes and evaluations, design, preparation of tender documents, technical control during execution, monitoring and analysis of the achieved results and other.

Common Strategy for Sustainable Territorial Development of the cross-border area Romania-Bulgaria - CBC
The main objective of the project is Elaborate a Common Territorial Development Strategy for the sustainable spatial and economic development of the Romanian-Bulgarian Cross-Border area. The core of the project is to set up a comprehensive territorial database for the Romanian-Bulgarian Cross-Border area based on Land Cover objects essential for better territorial development and planning.
ASDE is leading the work package developing the common spatial database (SDB) of Bulgarian and Romanian territory. The general feature of the SDB will be landcover information based on satellite imageries of UN-FAO LCCS / LCML methodology. SDB will be developed in partnership between Romanian and Bulgarian experts.

Clustering Knowledge, Innovation and Design in the See Wood Sector, ID:WOOD - See Transnational Cooperation Programme, 4th Call

ID:WOOD project comes from the identified lack of organic policy approach required for the sustainable development of the wood sector in the project area as a whole, where the potential of forest resources is significant. Although the situation in all partners' countries and regions is not one and the same, the low R&D investments and innovation levels and the poor access of SMEs to technology and knowledge and their lack of record of internationalization are prevailing. ID:WOOD project aims to support the sustainable development of the wood sector in the project area by means of promotion and fostering innovation and competitiveness of SMEs. Technical and organizational know-how will be shared and transferred to enable local support organizations (wood clusters, wood tech centers and RDAs) to address structural deficits of SMEs and enhance innovation potentials.
ASDE is responsible for the obligatory work package WP2 COMMUNICATION ACTIVITIES aiming at:
- Ensuring continuous, precise and timely flow of information inside the partnership and among the different levels of the project
- Boosting the impact and transferability of the project results to target groups at transnational and national level
- Creating a basis for monitoring of the project progress
The main WP2 activities carried out exclusively by ASDE are the development of project visual identity elements and project communication plan, its implementation and evaluation, development of project website and the contents and design of project promotional material and preparation of the transnational database/directory of project stakeholders

European cities are some of the most attractive and desirable places in the world, offering unmatched opportunities for culture, recreation, living, and working. Our cities also play a vital role in the development of Europe and contribute to economic growth and innovation, knowledge-building and a cohesive society. However, European cities must work in concert to face a number of important challenges ranging from the current economic crisis, to sprawling development and the natural environment, as well as the longer-term implications related to climate change and resource scarcity (e.g., peak oil and water). The dire implications and potential impact of these challenges for our environment, economy and society suggests that urgent action is needed to ensure for smart, sustainable and inclusive growth (Europe 2020). UrbanAPI
In the context of European initiatives to improve policy as a more transparent and understandable process, the UrbanAPI project aims to support activities such as issue identification, policy analysis, consultation, decision and evaluation in urban planning and land management policy. For this purpose, a policy metamodel, a formalised vocabulary, a set of rule languages to define data integration and abstract simulation models are introduced. Furthermore, the UrbanAPI approach will transpose elements of agile ICT development to the urban policy making process: Multiple activities can run in parallel, and all activities are kept synchronized. In such a process, risks are identified earlier, conflicts are understood better, and that knowledge gained in one activity can directly be used in all other activities.

Public visitor center in village of Momchilovtsi in Smolyan Municipality
In accordance with the priorities of the European Network ERACOBUILD , ASDE - Ecoregions together with Smolyan municipality and Momchilovtsi town hall has implement a project for the reconstruction of an old building whithin the center of Momchilovtsi:
Main aim is to develop "Public Visitor Information Center" in order to assist local authorities, NGO’s and local business in the transfer of knowledge and new environmentally friendly technologies, energy efficiency and conservation of natural resources. The building itself combines traditional features of the Rhodope house with new technologies and systems engineering, which visitors could see in action on place:
The Public Visitor Information Center will have a small library and information office, an internet connection and an electronic database for the region of Momchilovtsi, Smolyan Municipality and Local Reserve - vision 3 , which will be freely accessible and continually build and maintain than local professionals and associates:
Some of the key documents and development ERACOBUILD European network will be included within the database, so that local users could have direct access to new knowledge, development programs, many kind of constructions and technical solutions. |

Demonstration Pilot Project: Comparative Analysis of Urban Green System – Mladost District of Sofia

The pilot project is developed in relation to the requirements from a Resolution 140 of the Council of Ministers of the year 2005 and the Inter-ministerial Working Group to the Standing Committee Bulgaria-Bavaria.
The pilot project also is part of – Systematic and regular monitoring of green areas in the city.

The proposal is in line with the Government management program, the National strategy for e-government, the Program "Industry 2002", the memorandum between Bulgaria and Bavaria and others. Creation of transportation business related infrastructure to promote the economic and structural growth in the Southern part of Sofia and assist the developing of SME's in the region. Project purpose are to construction of a totally new road link, connection of existing tangential roads, creation of better business climate for SME's, increase of speed in the roads and decrease of pollution.

The main reason for the proposal ASDE is the recognition of society role as a business corrective and partner in the policy for "sustainable urban development". Public forum – District "Izgrev", Sofia - "Citizen initiatives for the improvement of the condition of the green areas and spaces between residential buildings"

The Public Forum Programme of the Swiss Agency for Development and Cooperation /SDC/ was successfully implemented in the "Izgrev" district of Sofia municipality in the period November 2002 – April 2004.
The Public Forum Programme has been applied in Bulgaria since 2000 and has been implemented in sixteen municipalities so far.

SICAD-UT-E as an Electricity Network Documentation System for the City of Sofia
Local AGENDA 21 – Sustainable Sofia
The state owned utility company, "Electrical Distribution - Capital", started in January 2002 a Pilot Project introducing the geographical information system SICAD and the specialized application for electrical networks SICAD-UT-E. The main project task was to map part of the electrical network and to test the functionalities of the application with real data. Data analysis of the available information was carried out and methodology for data migration was elaborated. A possible integration with the software for network calculation SINCAL was shown.
e-Government - Geoinformation Systems for Local and State Authorities
Local AGENDA 21 – Sustainable Sofia
Implementing e-government on local level is a main priority for the Agency for Sustainable Development and Eurointegration (ASDE). The ASDE activities in this field are in the frame and in support of the overall reform of the Bulgarian public administration.

Local AGENDA 21 – Sustainable Sofia
Based on a proposal of the Agency for Sustainable Development and Eurointegration "ECOREGIONS" /ASDE/, Sofia Municipality has started a Program "Local Agenda 21- Sustainable Sofia". The Program was approved by the City Council on the 7th of November, 2001 and will be implemented in cooperation with ASDE and with the support and participance of the Ministry of Environment and Waters, Ministry of Regional Development and Public Works, the state administration, UNDP, and other NGO's. A Bureau – "Sustainable Sofia 21" is established.

Recultivation and complex rehabilitation of old polluted places and industrial sites - sand quarries in the area of Iskar and Lesnovska rivers

Preparation and implementation of a pilot project for management of degraded area and a model for a suburb recreation and sports zone. EXPECTED RESULTS: Positive health, environmental and economic effect, consisting in the recultivation and rehabilitation of the waste-polluted terrain's, industrial sites and old sand quarries along the rives Iskar and Lesnovska with first priority - the lands around the airport of Sofia, the "Vrana" residence, Gorubljane, Kremikovzi.

The proposed project is developed by specialists from the Metallurgical Plant "Kremikovtsi" Co. and presented in the Ministry of Environment in 1996. The realization of the project aims to achieve environmental result and reduction of the health risk for the employees and the population.
"Vrana" Botanical Park

The Park "Vrana" has been created end of the last century, on 80 ha land, by the first king from the III Bulgarian kingdom. This unique park for the Balkans has more than 400 plant species and is an example of very high artistic park design. It is situated East of Sofia suburbs, close to the Iskar industrial zone and river Iskar.
Ecozone Sofia: Management of the Sustainable Urban Environment with SICAD-GIS

In 1999 Sofia Municipality defined Ecozone "Sofia-East" as part of the new Structural Scheme of the city. The elaborated under PHARE Project BG 9310-03-05-05 Environmental Management Plan of this test area established the base for a Local Model for Sustainable Development for the capital of Bulgaria. More than 15 Pilot Projects are defined in different domains: industry, infrastructure, rehabilitation, environment, transport. Using the Bavarian experience the District of Mladost started the creation of Regional Information Center for Urban Environment. Geographic Information System, based on SICAD technology.

The Pilot Project - "Gorubliane Ecovillage Demonstration Project" has been developed within the framework of the PHARE Program Project "Environmental Management Plan for the Ecozone Sofia-East" and the Local Model for Sustainable Development and Eurointegration - "SUSTAINABLE SOFIA". The proposal includes 4 elements such are energy efficiency and new building technologies in housing, the use of renewable energy sources and "clean energy" as gas supply and etc.

The present project for exchange is connected with the forthcoming realization of projects, initiated by AGENCY FOR SUSTAINABLE DEVELOPMENT AND EUROINTEGRATIONECOZONE SOFIA (ASDE) for establishment of ecoeducational- information center including a public cable digital television ECOVISIA in Sofia, which will carry out its activities based on the new information and communication technologies (ICT-s).
Design and build up of a cogeneration installation for utilization of accumulated biogas at Suchodol landfill

The pilot project is included in the project package of the programme "Local Agenda 21- Sustainable Sofia"". Main goal is implementation of a pilot project, including capture of the accumulated biogas and its use as a fuel for a cogeneration installation for heat and electrical energy production. At present about 80% of the European population live in towns and cities. However, the essential issue for the future will be whether changes of the urban environment due to increasing environmental pollution will be a threat to the traditional European city or whether this model can cope with the challenges involved.

The project addresses a region-wide environmental issues. The environmental problems are a priority for the countries involved from the CEE and NIS region. The environment is the main focus of sustainability. The specific objective is to define and implement a strategic program and package of adequate steps for city region Sofia, Nis, Baku and to rise the political, environmental, economic and social standards closer to the requirements of European Union long before completion of the accession process and as a model case for Central and Eastern Europe and NIS.

To build a playground and create conditions for games and rest for children of different ages, suitable for both health and disable children. The project is set up during the 10th anniversary of the foundation of the first club "Sofia1- Founder ", through which the Soroptimist International organization entered in Bulgaria. ASDE supported the project and gives support in all its phases of research, approval and implementation.

ECOVISIA - Public cable television for encouragement of public participation, business circles and local authorities in the eurointegration process. The main goal is to encourage the civil process and consolidation of the nongovernmental organizations, the business and local administration for specification, support and implementation of the eurointegration requirements on each chapter of negotiation of the country with the EU, as well as for active public participation in the formation and realization of regional and national policy for sustainable development and eurointegration.

The pilot project is included in the frame of the Environmental management plan of Ecozone "Sofia- East" within the PHARE Programme Project BG 9310-03-05-05.The Structural Scheme for Functional Zoning is approved by Sofia Municipality, Department Urban Planning and Architecture – protocol N: 144 from 17.12.1998. The project is included in the "Local Agenda 21" programme package - Sustainable Sofia, which is approved within the Sofia Regional Development Plan - No20, code 6- SOFXX-226, as well as a separate project No12, code 6-SOFXX-219.

The pilot project is included in the pilot plan for Environmental management of the Ecozone "Sofia-East". The pilot project will be developed on tender documents level after filling the specific audit forms from the companies present on the territory of industrial zone "Iskar". It is necessary to clarify the ownership and the privatization programme for the companies (The project is part of the Ecozone "Sofia- East" Structural scheme, adopted in Department of Urban Planning-Sofia Municiplaity , December 1999).
