ASDE-ECOREGIONS is one of the first R&D organizations in the European Union to apply the UN-FAO methodology - Land Cover Classification System 2 - for more than 10 years in the processing of satellite and aero-sensors Land cover/land use data and the worldwide standard ISO 19144-2 - Geographic Information Classification systems - Part 2: Land Cover Meta Language (LCML).
ISO 19144-2:2012 specifies a Land Cover Meta Language (LCML) expressed as a UML metamodel that allows different land cover classification systems to be described based on the physiognomic aspects. ISO 19144-2:2012 also specifies the detailed structure of a register for the extension of LCML but does not specify the maintenance of the register. ISO 19144-2:2012 recognizes that there exist a number of land cover classification systems. It provides a common reference structure for the comparison and integration of data for any generic land cover classification system, but does not intend to replace those classification systems.

ASDE-Ecoregions in collaboration with partners under the Bulgarian information office in earth observation - COPERNICUS /BIOG/, in particular ReSAC and in close collaboration with Disaster Risk Management and Knowledge Center - DG-JRC-E1 .
SPECIFICATION:
Users:
EU/EC structures, state+mun. adm., business, NGO,s
Needs:
Understanding & assessment of disaster risks, local and regional vulnerability,
strengthening local capacity and networking; Use of commonly accepted andstandardised reference LC/LU layer; simulation modelling and prevention strategy
planning; Objective regular monitoring of changes.
Challenges:
Enhancement operational capacity, integrated approach and networking on
disaster risk reduction / regular monitoring of changes.
Initiative:
One of the first practical steps of ReSAC-ASDE toward of Integrated
Risk & Territory Management was the French – Bulgarian project BULGARISK (2007 - 2009).
During the last 10 years a lot a International and National projects were implemented by our team in collaboration
with EU Structures. Recently all these problems are very actual and we are involved in
implementation of different EU directives on National and Regional level. The regional
networks are a good example of International Collaboration.
RESULTS:
– Strong operational capacity;
– Remote Sensing & In-situ applications, analysis, modelling;
– Developed trans-national methodologies and practices on regular monitoring of changes, based on RS; first in EU trans-border reference LC/LU layer under ISO 19144-2;
– Start of DRR/DRM pilot applications - Local Exposure and Damage Information Dataset.
SERVICE PROVIDER:
– ASDE-Ecoregions (ASDE), Remote Sensing Application Center (ReSAC) , BIOC Group - Bulgaria;
– EU partners.

RiskMan is a multi-user web-based system with different access levels enabling registration, data collection, visualization, and use of data and analyses provided through the RkFMEA method for risk assessment, monitoring and preventive resource management of risk. The system has been designed as a client-server application accessible to end users by means of Мicrosoft's Internet browser. To enable portability, RiskMan was developed using PHP and JavaScript, under Windows XP operating system. The product was tested on Apache servers. MySQL database is used for data storage and access. The software technologies and applications used in RiskMan enable the easy migration of the system to other platforms.
The system is available only in Bulgarian. You can find more materials related to the system on the following website www.riskbg.org.

One of the results of the Bulgarian-French project BulgaRisk related to the application of satellite imageries for risk management for natural disasters like floods and forest fires, also the littoral’s pollution, is the creating and commissioning of Internet based system of satellite imageries over the territory of Bulgaria, with spatial resolution of 2,5 m.
The service is available at: www.spotmapsbulgaria.com, after the registration into the web-system, the user could use all of the services available.
